I had something of an idea today...
I also lurk a twi'lek costuming site (like that green tentacle-head alien girl who Jabba throws in the Rancor pit in Return of the Jedi), and this tutorial gave me some tailmaking ideas.

I wonder if this technique could be used to make a perfectly fitted, seamless tail body (aka, the scaled portion, minus the fluke)?
In case the link doesn't work or something, here's a quick explaination of what I'm thinking:
Start with a mold of the lower body (duct tape mannikin)
Take it in slightly to account for the next step.
Coat completely with clay. Carve said clay into reverse scales (Innies are outies, outies are innies)
'paint' entire scupture with silicone. Repeat as needed to build up layers. An airbrush may be advisable to avoid brush strokes
Remove cured silicone so that it turns inside out.
Of course, unless you use an air-dry clay, your sculture would only last for one pour. Also, a repeat of that mold would only work for anyone who is exactly the same measurements as the model.
