Hit a bit of a snag with fluke fringe

So I messed up. X.x trying to figure out how to fix this. So I am building a tail using neoprene and using shelf liner for fringe on the end. But I when I cut it, i didnt realize that I wouldn't be able to cut the liner against the grain. If I did, the fringe pieces are really weak and snap off. If I can I'll post a picture to help explain more. Any help and suggestions are greatly appreciated.
