Ooo! Do your paints need heat setting?

Is it neoprene? or something else?

My paints do need to be heat set and I do it twice. Once after the base colours are done and then again once I've done the scales and other details (before I start glueing on sequins).

I use the fabric called "spacer" from spandexworld.com which is also known as neoprin.
