Sea Dragon Mermaid Top?

I had an idea the other day after looking at my dragon that I bought from the Ren Faire. Would it be possible to have a mythical sea dragon wrapped around the neck, holding up the shells? It looks really cool in my mind, but I am terrible at drawing, and I can't craft. So the idea is out there for anyone who wants it.
