Before I start, yes I have been through all the neoprene threads in the tail reference section and materials page. I have a question, I've made a lot of Spandex tails and have attempted a neoprene tail but has to hand see the whole thing needless to say it doesn't fit the way it should. Neoprene isn't quite as stretchy, how should I measure to prevent lots of bagginess and a waist gap?

Neoprene actually stretches more than you think! I made mine exactly to my measurements (No slack and not tighter) and had to take it in several times and its still a little loose than I'd like

What Kishiko said! I've made two and take in about three fingers in on each side.
I would recommend doing a simple and easy to remove stitch with your normal measurements so that you can see how much you need to take in.
It's better to have a little extra to remove than cut it too small.

I just do a first sewing then take in the baggy parts with a second stitching.

Adding a zipper makes a huge difference! My neoprene tail w/ a zipper fits way better than my unzippered tail.

I'll Make sure I have a zipper. I have another quick question for neoprene sequin tail makers. How exactly do you hand sew the sequins to the neoprene?

I agree with Coradion.
Thats how I did my tail, sew first, take the tail in second.
