Help with Fabric tail making

I have two questions, Once made a tail how do you make it a little tighter on yourself, but without the bubbles in between the mono fin and around your ankles. (To be honest I think it needs to be tighter, because it's lifting myself up when I want to swim down) Also can you spray paint the fabric tails to make them colorful?

to tighten the fit of the tail.....
turn it inside out and put it on (but NOT backwards)
then get some stick pins and start grabbing handfuls of fabric in equal amount on both sides and pin it.
then carefully take it off and sew up where the pins are
hint.....you'll need a lot of pins and possibly some safety pins if the stick pins keep popping off.

I know you can airbrush a fabric tail, but I don't know about spray painting one. I'll see if there are any fabric spray paints.

EDIT: I found these (http://www.michaels.com/fabric-spray-paint-neon/10267847.html#start=1), but I don't know how well they would hold up in the water.

Commercial spray paints may eat away at the rubber in spandex, so test it first, but it could probably work if you aren't saturating the fabric.
