Mer'man' top for crossplay

I would really like to make a tail costume inspired by my favourite Disney character, who is supposed to be male (altough he's pretty feminine). A friend of mine drew him years ago as a merperson, so I know where to get some inspiration. (It's not coloured though, but I know what colours to use).

Now I am wondering how I could make a top which is suitable for swimming, but also (slightly) chestbinding. This character wears some kind of top in my friends' drawing, but I'm not sure if it's realizable.

Not knowing the character, and not knowing the amount of chest, I'm not sure. The amount of chest is important because my boobs are a lot harder to bind than someone who has a 32 C, and if I had to bind down, I'd also pad up, and no- it probably wouldn't be swimmable. However, if you're a C cup, I'd probably recommend cohesive bandage (vet wrap). Or, if you just need something slight, a spanx top under the shirt could work... we just need more info.
