That just looks like sequins in a bunch of different sizes, arranged in a really nice color gradient. It's doable but sequin tails are quite time-consuming. There are a bunch of different threads on here about sequin tails, I think one of them is stickied at the top of the Tailmaking forum and you can also use the search feature at the top right of the page to search for sequin tails. Good luck, I think this is a really cool concept!

I've used spray paint before. I word the tail and my friend painted the spandex.

Airbrushing would work if it was a dye (dyna-flow would be good)

You word want to start on a light color though.

So maybe start with a yellow fabric and go from there?
