FB ads can suck. They end up being expensive, don't guarantee how long they'll last or the clicks, and are easily exploited against you.
When I buy adds I do it through Vistaprint! (each vistaprint has a website ending for wherever you live so mine is .ca) Vistaprint let's you buy an ad for a flat price, helps you build it so it's approved by facebook, and you can either use it to advertise for your fanpage, or your website!
I personally do not buy a lot of advertising because I don't find it works. But vistaprint ones are the ones I do buy because they work. Here's my guide to how to do it!
(I have personally gotten a lot of business for my website/business through vistaprint fb ads and my analytics have shown me the customers came directly because of my targeted ad)
**special note: I recommend targeting your ad for your city**
Go to vistaprint.ca click on “promotional products” from the top banner, then click on digital marketing and select facebook ads.

After you pay for your ad, it can take up to a day to process. You’ll get an email that looks like this

The email will take you to this portal, it’ll prompt you to login with facebook. YOU MUST TURN ANY ADBLOCKS YOU HAVE ON, OFF. Select your page from the drop down menu

Follow the on screen tutorial to run your ad. It can take 1 day to a week for the ad to be approved and run. You can login and check the stats at any time. You can re-launch the ad or make a new one when it’s finished, or have several running at once. This is how my ad looks on FB. Don’t worry about “likes”. Views and clicks are what you want. Because other people also run ad blockers your “clicks” are usually reported less than that actually are, as someone with an ad blocker running won’t be counted as a click (but they still actually see your ad because of how it’s coded on facebook, ad blockers to see them as ads) if you check your website analytic you’ll see a more accurate representation of the clicks the ad generated.
