I actually don't see a contact button on the site (I just skimmed it though so I could have missed it) Have you tried contacting the shop through rakuten?

They don't have a shop, either through Rakuten or elsewhere. I think they manufacture or distribute the beads.
I'm trying to find from both sources, the retail shop where I got this kit, and the manufacturer, if indeed they do gip customers by selling them half filled kits.
