I'm planning to cosplay as a male version of Eruka Frog, but I need help on making the hat, preferably one like this: http://m-a-g-i.deviantart.com/gallery/8109454#/d1zbp0z Any ideas appreciated!! :)

As for making the hat, my first approach would be to find a hat that could be modified. If you can just make the right shape, you can cover it in some kind of orange fabric and then add the eyes and mouth. I'm not really that knowledgeable about cosplay or hats, so I don't know if there's a better approach.

It looks like the hat is a little bigger than whatever is supporting it and keeping it from falling over. They used the looseness to make some little wrinkles around plastic sphere eyes and give the face shape. They also put a fold or where the mouth is. Maybe you could use interfacing or something to make the hat bones, then use spray foam or something to carve the forehead and such, cover it in the stuff they have in the costume section of a fabric store, then add some eyes and paint on the features.
