3D Paint Scales Tutorial?

I have seen the 3D tulip paint scales around lately and I'm interested in giving it a go. (For a top actually but I figured this was the place to post) Problem is mernetwork's search bar ignores "3D" as a word so I can't find the talented mers who have accomplished it so far. I was wondering if anyone had a tutorial or could give me a quick run down of how it works?

If you don't know what I am referring to I'll try to search out the examples.
