Unknown Mermaid on Youtube

I found a new mermaid (to me at least) on Youtube and was curious if anyone knew them? Their tail appears to have been part of a college SPFX project.

I feel like I saw parts of this on deviantART...

the tail looks neat but looks like the paint isnt the right type to actually cure with the silicone. But I bet it was fun as a project!
