Never ending story falkor scales for tail

So I was watching the never ending story the other night and Falkors scales look like bubbles. That made me wonder if a tail made out of scales that look like bubbles could be done? And if it would even look good...
Any thoughts?

My only thought on the 'bubble' scales would be transparent sequins. They come in all different colours and most have the semi colour change that bubbles do in light.

I'm sure it could be done if you can get your hands on plastic bubbles of the right size.
Then you can either glue or sew them on.
I fear it would look like a nasty tail/skin condition, though.

I loved that movie as a little kid, but since I read the book, I no longer wonder why Mr. Ende didn't want to have his name associated with the film :p

How they changed the luck dragon (inspired by chinese shenlong) to be this...thing, borders on sacrilege.

I'm pretty sure I remember hearing that this tail was made from bubble wrap, but who knows if it's swimmable.
