hi
so im wondering how or when to add ultra fine glitter to the silicone
i want it to glitter like mermaids kariel tails of art ( for reference )
so do i add them to the silicone with the pigments? or do i mix them in the paints at the end when painting?

I mixed glitter together with some mica (for color) into the dragonskin to make my scales and also mixed the same very fine glitter into the dragongskin for a topcoat. ;)

Run some small tests and see what works best. You might find if you add glitter and colour you'll lose the sparkle, and the glitter will just look like little flecks of plain colour.
Adding glitter to clear silicone and painting a VERY thin layer over the top of the tail is what I found works best.

I believe what tailmakers (Kariel included) do is the clear silicone topcoat with glitter mixed in. The glitter will shine better when it is on the top like that.

how can i make my pigments pop more? i have iridescent pigment and i made a test and it doesnt pop enough for me
mix some acrylic non latex paint in with the pigments?

What kind of pigments are you using?
I wouldn't recommend using acrylic paint to help brighten the pigment. Someone made a tail using acrylic paint to save money, but ultimately what others will tell you is something along the lines of the acrylic paint is not really given the chance to dry when it is mixed in the silicone so it could end up being a disaster. That is why pigments are used.

they are powdered pigment, its Jacquard (Pearl ex)
