I'm having a hybrid tail made, but I'm concerned with it being too buoyant to swim in. Anyone else have this problem, or know of a way to, I guess, weigh it down?

I have a hybrid tail and I have no buoyant issues at all. It feels the same above and below the water with the buoyancy.

Yep. There should be an array of weights used on weight belts that are a size that's easily tucked into your tail.

I second the use of scuba weights, just be sure to practice with them in a controlled environment.
You don't want to weigh yourself down too much... :|
But I would certainly try the tail out for buoyancy first. You could be surprised by how heavy the material can become. :)
