Scale Tops

Hey does anyone know how to make a silicone scale top? Kinda like the ones from h2o/mako mermaids? I'm making a silicone tail and I want to make a top to match it. I did already make a shell bra with mini shells and decorations and whatnot, but it's SUPER heavy, and I think a silicone scale top would be a better match. Any advice?
