This is the ~original~ tail tutorial from Mermaid Sasha (posted in 2008) that shows how to cut a pattern and fluke fit to how you'd like it.

I recommend postal wrapping paper ($5 at Michael's or Walmart!) for pattern paper!

Banner paper works great too, but you do have to weigh the ends down as it will try to roll back up otherwise! good luck!
