I've had this thing lying around for a while, originally for a cosplay I never finished, and I finally decided to do something useful with it!

It's from walmart I believe and one side I haven't attached yet. I plan on spray-painting the red parts silver and leaving the black middle as they are then adding some other mermaid-y ornaments to it!
Before I start I would like some suggestions though.
1. I haven't decided if I want this to be able to go underwater or just be a land prop. What would yall suggest?
2. If underwater, how could I keep it from floating (it's hollow, I was thinking small rocks or sand) and what spray-paint would be best for that? (I have krylon)
3. Any ideas on extras I could add to it? I was thinking some nice shells and it has small loops by both ends so maybe I could tie some netting or something else to it. I'm tyring to go with a dark/goth/spooky aesthetic for my mersona.
If you have any other ideas/suggestions feel free to let me know!

1. Why not both land and water? It'd be awesome to be able to take photos with it in both settings! Just be careful with the materials you use ;)
2. You said it's hollow, right? Take one of the red things off and fill it with sand, tiny pebbles, etc! something heavy. That way it won't float. But, if you need it to float, only fill it halfway or something. Filling it halfway may keep it suspended in the water, halfway between sinking and floating, which would make for a good "i'm using the Force" kind of photo!
3. If you have any clay, you can edit the overall shape of it! Just make sure to seal it with some kind of gloss paint that won't hurt the environment [if you use it in the water!]. Maybe get some shells and paint them black? Some glitter might work, too! Or paint them with iridescent mica power mixed into acrylic paint and sealed with something. : )
Maybe some "fish bones"? If you're going for creepy and spooky, fake or real bones could look pretty cool!
Get some scrap cloth and wrap it in random places along the staff to give it a sunken look, if you want! Maybe some scratches on it?

I do not know of any myself, but I did a Google search for non-toxic gloss paints!

I'll definitely look around and see if I can find some that have been proven to be safe! Try looking for aquarium safe gloss paints or something similar. That will yield the best results! If you have any more questions or need more idea, feel free to ask me!

TANKED (The show about building custom fish tanks) often talk about the materials they use in their tanks (for making the fake coral and inserts which are all water/fish friendly, you might find some neat tips there or on their website. http://www.acrylicaquariums.com/
(Also they're really neat for fishy ideas since they get some super pretty and unusual fish.)
As for a gothy look, I think goth and fish and my brain gives me: vampire squid, tentacles, teeth, stonefish, bones, jellyfish and dark seaweeds.
