This has probably already been done before, but has anyone tried cutting scaled nude tights like these (they're available in a lot of colors! silver, green, pink, black, rainbow...)

and using them as sort of bracers to create the illusion of scales on your arms? If it worked and your skin tone matched well enough, I think it could make for a pretty effect!
