While not impossible, it's unlikely that someone will have a tail that fits your exact specifications within your price range. Some good back-ups to look into would be Mertailor, his Spellbound tails are wonderful and $1250 for single color paint jobs. MerrowFins is known for somewhat inconsistent work, but he offers basic silicone tails for $600 + $350 for a full set of fins.
