Oh this is a Mermaid Inc tail from Indonesia. I know because I have one too. It's a scuba knit fabric (not neoprene).

Personally I like the tail, it's good thick material and long-lasting. However, I kept standing on my tail, so now there's those white scuffing on the bottom. I think it's more obvious on my dark tail (Galatea) so maybe it won't look as obvious on lighter coloured tails?
