I'd suggest thouroughly rinsing with freshwater and maybe a sponge, like all dive gear, should be ok. Not sure about detergents and soap, though.

I don't think it's absolutely required like tails because they're solid plastic, nothing "gets in" per se.
Might be a good idea as needed, but I don't think it's necessary otherwise.

I always rinse off my fins. Chlorine loves a good meal of everything!

I rinse my tail, fins and monofin with fresh water after a swim. The salt water and chlorinated water is quite corrosive, and can wear down rubber footpockets of fins if not rinsed.

It depends. If you have a Monofin with Neoprene (such as Fin Fun) I would recommend rinsing it after chlorine swims and washing it more thoroughly after saltwater swims or swims at beaches. Always rinse it thoroughly after sand can get in it.

Always rinse your gear with clean water after use. You can use Dawn dish soap or Simple Green is you want to scrub it with soap.
