You don't ask.
Just get a room, wait until there is almost no one else in the pool, then go swim with your tail. Most hotel pools are deserted, and it's likely no one from the hotel staff will even know you are doing it.
I have swum at many hotel pools, and have never had an issue with anyone, not other swimmers, not hotel staff.
Even if the staff does say something, it's much better to ask for forgiveness than permission. If there is an issue, just be nice, no drama. Once they actually see what tail swimming is, you may be able to talk them around if you are as nice as possible.

Ohhh... If you didn't notice, you are in Pod of Oceania... This is where your Australian and Asiatic mer cousins live.

That is why I thought maybe you lived in the outback or some country town with no local pool!

Connect with other mers in your area for a meet up! Some of them are even willing to carpool to different pools if needed. I am in GA and I don't drive but my friend mermaid stormy who I meet on mernetwork picked me up and swoop we are at the lake. She lives several hours away. But when you want a mermaid friend you do what it takes to meet them. Obviously be safe when you are meeting someone for the first time just bring another friend with you.
Their has to be some sort of a local pool in NY and another mer in the area would already know places you can swim.

I have to second this. By asking you are putting the hotel employee in an awkward position. They don't want to say No to a possible customer, but that also don't want say yes to something they don't really understand. Most employees would rather not have to be in that position at all. It's nicer to just not ask.

Also, you can look at the posted rules in the pool area. If there is a "no pool toys" rule, then don't use the tail.

Don't give up on yourself. You can still do our of water mermaid activities. I know it is not nearly as fun. I have been wanting to swim as a mermaid for 4 years now. Last week I got my first monofin. Mermaiding is a journey, and sometimes life sticks us on land. Best starfish wishes to you and your dream.
