Hi! I do SFX makeup and I want to make mer prosthetics that are swimmable. Not sure what the best material would be. Thoughts?

I've thought of latex, especially foam latex, as it moves the best on an actor, but it is essentially a sponge, and I'm worried it would way down and rip off.
Silicone seems like a good choice, and I'll probably try it, my difficulty being OUT of the water, they would be heavy, and silicone is the hardest to blend edges, especially at flex points.
I'm going to guess that water filming is not forgiving on seem lines.
