Autodesk SketchBook is also free [emoji2] I use it all the time for my tail designs and it basically cuts your time in half when making your initial symmetrical design as it has a mirror function.

After that, if you want to do asymmetrical patterns, all you do is turn off the mirror option [emoji4]

Seconded Autodesk Sketchbook. It's the only thing I use for my digital drawings. You can even get an android/iPhone version!

I personally love Fire Alpaca as a graphics tool! It's free and has a really nice interface. Easy learning curve too
