It occurred to me that you could wear a partly inflated weather balloon, and the world being what it is there is already a specialty product (https://www.ebay.com/itm/Giant-Human-Egg-Balloon/254120389307?hash=item3b2ac16abb:m:mKwO9KNXWceMxiM B8OgA5KQ) that lets you wear a balloon. I imagine dotting it with tinted liquid latex and adding rubber pectoral and pectoral fins (although a front half fish mermaid as shown would also be interesting). I think this would be a one or two time use tail and would document it on first wear on land and then see how it behaves in the water.
