Maybe they could find a way to control it? Like what officers in Africa are doing, removing the tusk from elephants so poachers won't kill htem. Or when Paul Watson and his crew during their first seal campaign put red dye on the seals, so their pelts would be unusable. So find a way to make the tortoiseshell undesirable without endangering the turtles.
