You can use a monofin that’s what everyone does. A monofin is fins for your feet but two feet in one.
Dime tail makers game made the entire fluke with silicone but that requires lots and lots of trial and error and experience.
I recommend you buy a monofin. Finis or lindens training one make great ones in my experience.
