There probably is, but Covid has stopped many conventions from happening.

sadly, conventions in Europe are mostly national affairs, i.e. every country does their own thing, usually quite small.
There have also been mermaid "Miss contests" in Germany, Czechia and Poland I believe.

Your best bet is probably looking for something in Spain, as they are quite supportive of artistic water sports.
