Word has gotten around at my complex and other complexes that there is a mermaid for hire, I want to work for people but I don't have a tail or anything. I want to start working as a mermaid but I don't know how or where to start.

Professional Mermaiding is something that you yourself must create.
You don't need need an expensive tail in order to do so, you can get by just fine with a fabric tail. First for you, I would work on getting a tail. Make a fabric one or if you're feeling up for the challenge, try making a latex/silicone tail.
After you've finished that task. Try getting your name out there. Do you know people with younger children who would be interested in having you at a party? Word travels fast and once you do a few parties or meet and greets, you'll become better known. Do you have an aquarium near you? You can ask if you can dive with your tail there.
Also, it's been said that you should also get performer's insurance to give some peace of mind to those hiring you and it might protect your props and tail.
What do you want to do as a professional mermaid? Parties? Aquarium dives? Or preforming in a spot like the Dive Bar where locations hire performers (Not saying there are many of them)
