http://missfit1023.deviantart.com/gallery/?offset=24#/d3gomhc this website say I need 5-6 six yards of neoprene I'm a small 13 year old is this accurate for me ???I'm didn't think it was because it only took a yard for a dress for me and also If this is wrong how much do I need

Well, you have to imagine that the fabric has not not only cover your legs, but the monofin / flippers as well. Then there is the addition of longer tail flippers or dorsal fins, or other bits and pieces that you want to add on. For yourself, I would maybe say... 4-5 yards? That will be 2 - 2.5 yards long per side of the tail. I'd wait though for some more input from other merfolk here before just ordering now or what not. ;)

How wide is the fabric? It will affect your yardage.
Say your widest measurement (including the fluke) was 35 inches. If this is your waist/hips and not your fluke, divide it in half. You now have an approx. 17 in width , and perhaps a 21 inch wide monofin. It fou want a half inch of seam allowance, that makes a 22 in widest measurement. With 45 inch fabric, you can hopefully flip and turn your pattern so you only have to buy yardage one length of the tail. foamorder.com (the source I am planning on useing should I want a neoprene tail and have the funds to get one) has sheets of neoprene for sale, each 50 by 80 inches. One sheet is most certainly enough for one tail, at least for me (adult size medium/small). If it helps, map it out on graph paper, so you can find the most budget- friendly arrangement.

I made a pretty short fluke and I'm a short girl (5'3"), and I used 2.5 yards and was fine.

I got 2 yards of neoprene and I'm 5'2

I only used around 2 yards and I'm 5'3.
I also trimmed the hell out of it.
