scale template?

SO, I'm bringing home my neoprene tonight from the Springs- (I'm teaching a class for Jerilyn tonight, I asked her to pay me in neoprene lol) I plan on picking up some paint today and doing some little swatch tests... but here's the question- I would like to make a scale template to just lay down over and over till I have all the basic shapes mapped out... like a stencil... but what on earth kind of material should i use for that??

When I was painting one of my tails, I cut out the shape of the scale I wanted into an old plastic place mat.
