For our show Mystic Waters, we are going to include a selkie girl, how do you think we should do a suit for the actress? An easer way I was thinking about is having a grey bikini top, with a tail made from grey fabric and swim fins to mimic seal flippers. I don't want to spend a ton of money on the suit, but I also don't want it to look cheap.

I would sculpt and cast the fins to fit on some small swim fins... like these (http://www.chinawholesalegift.com/pic/Sport-Outdoor-Leisure-Gifts/Swimming-Series-Gifts/Fins/Kid-Swim-Fins-21460529889.jpg)
(seals kinda have two) and do a fabric tail around it....

I was going to just use grey swim fins and make the tail around that.

I think the idea is sound. I also think that what kind of fabric you would use would influence the look a lot. I know it would drag more, but how about that fabric that feels like faux chamois instead of the fabrics we talk about, here? Seals / selkies are mammals and, thus, have fur. The faux suede chamois stuff would help give the look that she is more of a furred-mer. (Oo! New mer-term? ;-) )
If I were doing this production, that's what I would do.
