Lighting a tail

So I'm wondering if it's possible to make a tail that lights up in the water or dark. Not a glow in the dark tail, but actual lighting that is made inside the tail that shows through. Any idea's? Perferably one that will not electrocute me. Thanks.

Raven of Merbellas recently made one that had LEDs in the fluke. I'm not sure how she did it, but it looks super awesome!

Mmhmm! I wish I had the money to afford one of the LED tails <3 I know there's another mer that has a lighted tail, I just can't remember her name.

If I sold tails, I'd try to put in lights which could be recharged solar.
Put tail into a bright spot, wait an hour >> brightly glowing lights :)
