I was planning on making a fish net belt and wrapping dive weights inside, but my original plan of just tying it off isn't going to work :/

I've never made a stitch of clothing in my life, and I haven't the slightest idea how a quick release would work. Also, does anyone know where I can find a good plain halter to stitch netting over?

All scuba diving weight belts are required to have a quick-release buckle in case the diver gets in trouble & needs to drop the weights with one hand. If you buy a basic one, you should be able to just tack the netting over the top to camouflage it.

Oh, and the halter: swimwear department at Target. :)

You could snag one of these off a backpack or something, wrap the netting through the holes, then sew them on really tight.
