If you are talking about the softer version of hardboard then the answer is no, it would soak up the water quickly and fall appart, besides that it would snap very easily

I agree with Azurin, it would soak up the water, wouldn't provide any push, and woul most likely snap in the water. How about Lexan or polypropylene ?

thanks I just cant afford those other things right now and was think ways I could make my friend a mono fin

It doesn't seem to work as well, but you could always try just flippers. The weeki watchi mermaids have tails with flippers in them.
Hey there! I'm actually making an inexpensive monofin for myself from a plastic bin bought for ~$8 at Wal-Mart, the plastic is Polypropylene/PP/#5. So if you're looking for a cheap monofin to fill out a fluke and not to go swimming in the ocean with, keep an eye on my tutorial thread, because I am always on a super-tight budget!
