Hello, I'm making a new tail for myself and I would really love someone to make me a top. I've tried designing my own but I need someone's help designing and creating one. I have enough on my plate with my tail and I would love for someone to design me a top. I will pay, of course, or trade if you would rather do that. I'm really open to a lot of ideas so let me know if you are interested! You can also post links to etsy shops if anyone has one or knows of a good one.

It actually depends on what kind of top you wanted, depending on that, you could choose someone better.
There are some people who make amazing shell tops, but wouldn't mess with a sewing machine. EVER.
And other people who are amazing seamstresses, but can't punch holes in shells, or mess with glue at all.
