About what is the average for a fabric tail with out a mono fin?

Totally depends on the fabric. I'd say without any fins or anything people tend to sell them from $50-$100.

http://www.finfunmermaid.com/ has the cheapest fabric tails out there currently, highly reviewed at the $50 mark. Hope you're able to save up :)

A custom tail from Fin Fun is $90.00, but if you can fit in one of their 'stock' sized tails, it is cheaper. Their matching monofin goes for about $50.00.

Their shipping is flat rated though and I feel too expensive
We paid almost 200$ by the time it was all done to get my niece a swim skin.

That is probably because you are in Canada, Raina. I paid $10.71 for UPS Ground shipping from Idaho to Massachusetts. It was $14.04 for shipping back in August, when I ordered the monofin from them. That is about what I expected from my experiences with shipping via UPS for my business. But yeah, total was about $160 for the tail skin and monofin, including shipping, and I did have a 10% off coupon that I used on the tail.

I'd definitely recommend making your own. If you watch for sales at your local fabric store, you can get the fabric for much less. I'm sure a friend or family member can help you sew it.
