You need to be a little more specific in what you are looking for; colors, type of fabric, fiber content (if it's a requirement).

I know lots of pretty fabrics. ;)

Try spandex world and spandex house.com

They both have big clearance sections and some really pretty fabrics!

Open to all colors, but I would like some type of scale design or color variation. As far as material, anything swimmable. This will be my first one so I don't yet have preferences :3

Will the pattern on the top blue piece make me look like a giant anaconda?

Just a tip: I wouldn't recommend using the holographic teal material from spandex world because it doesn't stretch very well, rips easily and the "glitter" rubs off
Good luck ;3

Does anyone know a stronger the plain fabric material that won't make you float horribly and still look reasonable while not making you pay an arm and a leg?

http://www.ebay.com.au/itm/300593513455?ssPageName=STRK:MEWAX:IT&_trksid=p3984.m1438.l2649 - This would be great for a tail... but it needs a spandex lining as the backing is mesh.

I would seriously recommend Neoprene fabric, it's very easy to paint and you can easily hide the seams. Also in the water it doesn't make you float
