I had an interesting idea while at the dentist today.
Could you possibly use Lumi Inkodye to make a scale pattern? Here is the link to their website: http://lumi.co/collections/supplies
Basically you take a photo (or drawing) convert it to black and white and then print out a plastic thingamajig using the negative photo from somewhere like Staples. Next you put the negative image on your surface and then paint the dye on. Then you just put it in the sun and voila you have your printed whatever.
I've only ever used this stuff to make a bag, but I don't see why it wouldn't work on a fabric or neoprene tail. The only possible problems I can see is lining up different "panels" of scales and maybe finding or drawing scales to use for the pattern.
You also might need to paint a little bit more on top of it to add in more colors? Even though the dye comes in six colors. You can also paint pretty well with just the straight dye, maybe to paint the fluke?
