So I'm still new to the whole "making a tail" world. I'm begging my parents to get me this tail (they said maybe now so that's a good sign). It is made of a stretch spandex nylon mix type fabric.

I of course want a tail with scales on it too so I was thinking of getting sequins to put on the tail. I just don't want to directly put it on the tail. Is there a way that I can do this? Like maybe make a clear detachable skin to go over top the original tail? Like is there such a thing as transparent nylon fabric or something? I'm planning on using these sequins as the scales.

So here's the question to clear up what I'm trying to say. "Should I (if I can) make a detachable scale skin for the tail and just put it over the original tail, or would it just be easier to put the scales on the original skin?"

I'm also thinking about this because I know in a few years I'll probably have to order a new skin because I know this skin is going to wear out eventually.

I think you should put them on a second skin on the fabric since it may wear and tare so that you can reuse what ever you can for the new one

There are a few fabric tail makers that use a stretch type fabric that has a scale pattern right on. Example of a few tails I have made:
