I have a few questions for making a latex mermaid tail:
1. can I just pain my latex into my fluke mold or do I have to pour it in?
2. if I pour it in my mold what is the best way o get the air bubbles out of the latex?
3. do I need a mold release in my molds before I put in my latex? (I'm using fiberglass molds)

You might just want to do tests to find your ideal thickness. I cast my body too thick the first time and it didn't stretch well. You want it to be thick enough that it doesn't tear but thin enough that you can stretch it without too much effort.
I feel like most people just experimented in th his area anyway, I don't think I remember any specifics here.

How runny is your latex? Mine was thick, so pouring wasn't really an option for me. I just use a credit card to push my latex around on my mold. I do multiple layers for each sheet (maybe dries faster?) Of course I'm using a hydrocal plaster mold, so things are a little different.

If this is doable and won't crack your mold/make a mess/be too heavy maybe try tapping the mold like a cake to get the bubbles out? That sounds terrible. Maybe don't do that.
