Where did you hear that? That doesn't sound easy or fun or anything. It sounds really difficult and probably toxic.

Are you talking about the 'Making Dragon Skin' video on You Tube? That's a paper mache recipe. I don't know why they guy is calling his paper mache compound dragon skin except that he wants it to look like a dragon's skin. But. It has nothing to do with the silicone product we all know as Dragon Skin, which can't be made at home. The compounds sold to create that platinum silicone are created in a lab, by the makers, and are proprietary. In other words, they own the formulas, and no one else can sell anything called Dragon Skin that resembles it.
Yes, the right kind of silicone for tail making is very expensive. There are no short cuts. If you do take short cuts, your tail will either not last or fall apart, and you need to remember- people are swimming in these things. Safety is a must.
Also, you seem eager to learn, and that's good, and I suggest you read the tailmaking reference thread (I linked you to it in one of your other posts). Most of your questions are all over the forum at this point, but they can almost all be answered in that thread.
If you want to be a tailmaker, you will have to do a lot of research first.

Yes. That is for papier mache, and I'm starting to wonder if you're a troll.
Why would you ask for instructions and then post the video which has the instructions.
If you really think paper and tails go together. Good luck.
