Scales on a swimsuit fabric tail

Ok so yesterday I got the fabric to make a actual fabric tail ( my other one Is one of the makeshift ones using leggings and a monofin) however I have one slight problem I can't figure out how to do scales. :( I know normally one would paint it on but on the shore the only store we have is a Walmart with a not good selection and I would order off the net but shipping here takes forever and can be expensive :$ i kno I was looking at the sequins and plastic scale ideas but I can't paint the plastic scales :help: are there any other ways to do scales?? That's the color of the fabric

You could do clear plastic scales and the blue would show through
