Painting a latex tail

Sorry if you've seen a post like this before but I couldn't find a post on painting latex. Anyways, I want to make my next tail to possibly be latex and I was wondering what I should use to paint it. Also, another question, but what do you use to make those fluke frills like the ones Hannah Mermaid has on hers? I haven't decided if I want the frills or not but I figured that would answer my question for future projects.
