Casting scales for a latex tail

Geez I've asked a lot of questions in the past few days, anyway I was wondering when your casting the scales like putting latex into the mold should you paint it in layer by layer? Or can you pour it in? Also when you sculpt your fluke how do you so the foot pocket for your Monofin? Do you sculpt over the Monofin or just guess where it should be
