This summer, I have been doing parties with younger and younger kids and I got to thinking that maybe it's time to do a thread on safe mermaid treasures.
If a kid is under 5 years of age, you are supposed to give them a toy that they can't choke on. Mermaid gifts counts as toys.

1.75 inches wide or in diameter is what is recommended to be safe for younger children.
This is important to know this If you hand out little favors at events like I do( I recommend it because it gets the shy kids to come over ;)). I never had a problem, but it could happen.
I give out scalloped seashells painted with nail polish to smaller kids. The nail polish tastes bad and the shape is hard to get in your mouth. It's a god fix.

I don't have too much time to write more, but I had to get the thread started or I would forget later.

I always make a point of telling clients what I offer and telling kids not to put it in their mouth too. :) I try to have larger items but the smaller ones are far easier to get so we just give a warning and disclaimer

I was just thinking about that at the last party I did (older kids but it got me thinking about the younger ones).

I am going to sell inexpensive silicone "scales" in my etsy shop that are almost three inches wide for merpeople to giveaway to people! To swallow them you would have to flex them in half, hold them down, then they would still be too big to swallow!

I have given out little fairy stones when I work at a renaissance festival as a fairy. Luckily, the parent is usually right there and I'll check with them to see if it's ok for me to give their young child one. Usually what happens is they will keep it for them.

All of our programs have sea animal themes, so eventually I plan to cast little sea critters in silicone to give out at parties. I'll be able to cast them in a size that's appropriate for the age group we're working with.

A general easy answer for all the festivals and parties I do is to have a section of treasure that is all the pearl necklaces or large size toy gemstone rings. The necklaces make very small children happy cause they can pull on it and shake it and its relatively safe in the parents eyes.

My fairy glimmer and I give out fairy jewels at ren fests. We have jewels that are about an inch or more across for small kids and some smaller jewels for older kids or kids at heart.
Like Aurelia says, most of the parents are right near by and hold onto the jewels for their kids.
