If possible, make little drainage holes to let the water pass through.
Mind sharing who was your tail maker?
If it's a recent purchase, try to have your tail maker correct the problem?

You'd need to open the fin back up again to glue it down, I believe? Is that what you're getting at?

I think the silicone is not sticking to the monofin.
Your drainage holes need to be bigger and at the bottom part of where the problem is, not at the top. I drew where you should put in new slits to drain the water.
SilPoxy Glue might adhere your fin to your monofin if you can get it where you live.

It doesnt have to be big holes, slits will let the water out and prevent ballooning.
