There's no requirements, the pods on here are kinda just to say 'hey! I'm with these mers!'
To join a pod of here, click on your name in the top right corner, and scroll down the left panel until you see 'join groups'. You'll see the pods you can join there
Meeting with a pod in real life may be a different story. I've never heard of a regional pod having requirements to join, but some pods may be for a private group of people.
